Tri-Level Brownies

These come from an old BH&G Cookies and Candies recipe book of my mother’s. Sinfully rich, but definitely delicious.
1st level
1/2 cup flour
1/4 teaspoon baking soda
1/4 teaspoon salt
1 cup oats
1/2 cup brown sugar
1/2 cup melted butter
 Mix and put in 8 X 8 pan and cook at 350 for 10 minutes
 2nd level
1 square unsweetened baking chocolate (or 2 tablespoons + 2 teaspoons cocoa)
1/4 cup melted butter
3/4 cup sugar
1 egg
2/3 cup flour
1/4 teaspoon baking powder
1/4 teaspoon salt
1/4 cup milk
1/2 cup chopped nuts (probably don't use nuts with Jared)
 Mix chocolate, butter, and sugar. Add the egg. Add dry and liquid alternately. Fold in nuts, if using. Spread over baked layer and cook at
350 for 25 minutes.
 Frosting
1 square unsweetened baking chocolate (or 2 tablespoons + 2 teaspoons cocoa)
2 tablespoons butter
1 1/2 cups sifted powdered sugar
1 teaspoon vanilla
Hot water (about 2 tablespoons) to make spreading consistency.
